The oldest of the student aid programs, Perkins Loans derived from the loan program originally authorized under the National Defense Education Act. Reauthorized as the National Direct Student Loan Program (NDSL), and subsequently renamed in honor of Rep. Carl Perkins, this program was designed to provide low-interest long-term educational loans to needy students. Priority for this campus-based program was given to students with exceptional need, as defined by the school.
